The Urantia Book sparingly characterizes the sectors of our superuniverse. Of both the minor sector to which Earth belongs, Ensa, and the major sector of which it is a part, Splandon, it gives little information; especially in comparison with the descriptions of other sections of the superuniverse.
The sectors primarily act as administrative units of supergovernments. They are not taken into account in such matters as, for example, the supervision of spiritual energy, or they are not directly listed in the plan of establishment in light and life. Unlike other divisions of the administrative organization of a universe, the spheres of sectors do not have permanent citizenship or their language (the language of the sectors is the language of the superuniverse).
The minor sector consists of 100 local universes; about one billion inhabited planets. The major sector includes a hundred smaller sectors.
Ensa
In space, movement is common. Not only individual celestial bodies, such as the Earth, show circulating and rotational motion. It may be difficult for us to see it from within, but larger planetary groupings, such as local universes or sectors, are also moving. From the broadest perspective, all the elements of space revolve around the eternally stable Isle of Paradise. The center of Ensa’s rotation is located in the Sagittarius star cloud (around which our local universe, Nebadon, revolves).
The Supreme Personalities of the Trinity administer these sectors. The minor sectors are administered by the beings in the Papers called the Recents of Days. Ensa is represented by three such rulers. Their administration is chiefly concerned with the physical control, unification, stabilization, and routine synchronization of the work of the headquarters of the local universes constituting that sector. They receive all reports and co-ordinate all recommendations coming from the Unions of Days from the local universes and from the Faithfuls of Days in the constellations. In administrative authority they report to the Perfections of Days, the rulers of the major sectors, and they transmit their reports to them, which then go to the Ancients of Days, the headquarters of the superuniverse. Thus does the supervision of the Trinity extend from the local universes through the constellations and sectors to the superuniverse headquarters. Only the system authorities do not make use of the counselors of the Time class. In the actual work of the Recents of Days, countless assistants and associates are supported; and so do the ascending mortals.
Ensa is the third smaller sector in Splandon. Probably that is why its capital was called Uminor the Third.
Uminor the third
Uminor the third, the seat of the rulers of Ensa, like all the headquarters planets of the grand universe, is not the result of cosmic evolution. It was planned and created to fulfill its function.
The capital of Ensa is orbited by seven planets. Higher physical studies are conducted there for the ascending life. These are the initial schools of the superuniverse; the centers for teaching physical and administrative matters of the universe of universes. It is on these planets that the ascending mortals learn and experiment with the function of the tertiary Supreme Power Centers and all seven orders of the Master Physical Controllers. These spheres are also the boards of the latter.
The Recents of Days seldom sojourn together in the capital. In their service they consult the Perfections of Days of the major supervising sector; they may represent the Ancients of Days in the supreme councils of Paradise or other Paradise assembly; they also inspect the headquarters worlds of their local universes. Yet, despite the many diverse tasks performed outside of Uminor the Third, at least one of these rulers always remains on the world of the headquarters.
Splandon
The Trios of Supreme Trinity Personalities also direct the major sectors. The Perfections of Days, like their fellows of minor sectors, collaborate with many beings; not only their class. They are assigned to the medium-sized corps of Divine Counselors, Perfectors of Wisdom, and Universe Censors; they function with Mighty Messengers, Those High in Authority, and those Without Name and Number. The greater part of the routine duties of the major sectors belongs to the Celestial Guardians and High Son Assistants. In principle, the staff of the major sector government is no different from that of the superuniverse government.
The work of major sectors focuses primarily on the intellectual status of the subordinate creations. The major sectors receive, recognize, distribute, and report to the courts of the Ancients of Days all matters of a technical and administrative nature which are of superuniverse importance. The courts of the Perfections of Days are like those of the Ancients of Days of the superuniverses; the difference is that they do not adjudicate in spiritual matters. Neither do the major sectors participate in the execution of plans for mortal ascension.
The planet of the Splandon Headquarters — the major sector of which Earth is a part, is called Umajor the fifth. Splandon is the fifth major sector of the superuniverse of Orvonton.
Umajor the fifth
The headquarters of Splandon encircles the 70 spheres of advancing superuniverse training. There beings throughout Orvonton labor to prepare ascending mortals for their future progression in the career of eternity.
The work of mortals on the worlds of Umajor the fifth, in contrast to the more physical and material character of training on the educational planets of the minor sectors is largely of an intellectual nature. However, I do not know what this can mean in practice.
Internationally
We are the people of Ensa; the citizens of Splandon. And if we accept that the Earth is our home in the literal sense of the word, the minor sector would be our country; the major sector would be the Union (the local system is the locality we come from; the constellation is a county, the local universe is a province, and the superuniverse is a planet). Ascending with imagination, into the cosmic regions of the sectors, the vastness of space can take your breath away. And although The Urantia Book says little about these sectors, we can be sure that there is also a school waiting for us; because we will always learn. But we can also be sure that we are at home everywhere.
